Hawley sits where Middle Creek and Wallenpaupack Creek meet the Lackawaxen River. Public sewer covers the borough core and a small piece of ground beside it. Lake Wallenpaupack was built in the mid 1920s and covers about 5,700 acres. Its 52 miles of shoreline follow the line between Wayne County and Pike County. Private communities fill most of that ring. Every house on them carries its own sewage system.
Wallenpaupack Lake Estates and Lakeville sit on the Wayne County side, in Paupack Township. Indian Rocks is also in Wayne County, over in Salem Township near Ledgedale. Tanglwood Lakes is across the county line in Pike County. The Hideout lies farther southwest toward Lake Ariel, in Lake and Salem Townships.
These communities still have open ground. Indian Rocks alone has about 1,383 lots and fewer than 500 homes built on them. A new house on one of those lots starts with soil probes and a fresh design. Slow soil or shallow rock near the water often pushes that design to a sand mound.
The Hawley Area Authority runs the public sewer here. Its collection system went in during 1984. That system is about nine miles of gravity main with four pumping stations. It serves roughly 657 customers in the borough and parts of the townships beside it.
That is a small footprint over a wide area. Palmyra Township wraps around the borough on the Wayne County side. Lackawaxen Township starts just past the line in Pike County. Most homes out there sit well beyond the last sewer main.
Where public sewer does reach a building, the line from the house to the main belongs to the owner. We do sewer lateral replacement by open trench when those lines break, sag or fill with roots. Everywhere else, the whole system is on the property.
The bedrock here is Catskill Formation, a Late Devonian mix of sandstone, siltstone and shale. Local quarries have cut it as bluestone for generations. The old silk mill in town is bluestone, and it is called the largest bluestone building in the world.
Glacial till covers most of that rock. Till is full of stone and boulders, and it can drain slowly or barely at all. On the ridges above the lake, ledge often sits only a few feet down. That is why elevated sand mounds show up so often around Hawley.
Rock shapes the digging as much as the design does. We break and pull ledge for tanks, absorption areas and foundations. On raw land, clearing the wooded lot comes first, and rock excavation runs right through the job. Every dig starts with a PA One Call ticket at 811.
Pennsylvania puts septic permits with the township or borough sewage enforcement officer, under the state Sewage Facilities Act. Each municipality around Hawley appoints its own officer. Paupack Township, for one, posts set weekly office hours for its sewage enforcement officer. Getting on that schedule early keeps a build moving.
We dig the soil test pits so the officer can read the profile. Probes and percolation tests decide whether the lot takes a conventional system or a sand mound. The design comes from that officer and, where the county calls for one, a soil scientist or engineer. We install to the approved design and finish the grading.
Earth disturbance brings the Wayne County Conservation District in for erosion and sediment control. Snowmelt and spring runoff push water tables up fast on these hillsides.
